SUMMARY

OF MANAGEMENT SITE VISIT HELD DECEMBER 10-11, 1986 On December 10-11, 1986, the staff met with the applicant to tecr Unit I and

' discuss Georgia Po'wer Company's preparations for licensing. Participants are' listed in Enclosure 1. The agenda is included as Enclosure 2.

The tour of Unit I generally consisted of viewing those areas and components identified in Enclosure 3. The staff toured the applicant's training facility and simulator. The simulator demonstration included a shift crev responding to a staff-developed scenario (Enclosure 4).. Following the hour simulator exercise, an instructor critiqued the perforsance of the operators. The NRC staff indicated that it believed that the scenario was well-executed and that the crew communicated well and worked well together.

0n December.11, 1986, the applicant presented information on several topics

. of interest to the staff (see Enclosure 2). The applicant indicated that upon Unit 1 fuel load, responsibilities would transfer from Southern Company Services to the operating organization of Georgia Power Company (GPC).

i The applicant discussed its cperating organization including background and experience. For example, the operations department has an average per indivi-i dual of 5.3 years of power plant experience. In response to staff questions regarding recent organizational changes, the applicant explained that titles i' and functions may have changed slightly but that in most cases the individuals were not changed at the site organization. The applicant also indicated thr.t the organizational changes at the site level were made so that the Vogtle organization parallels that at Hatch.

The applicant indicated that it was working toward a fuel load of December 29, i 1986. The initial test program was 93.5% complete as of December 8. The .

a critical path item in this area is completion of the review of test results iE new which was 62.3% complete as of December 8. The applicant discussed the fuel i load punchlist which includes those items that nust be complete before fuel

!Moo licenses were received by the first group to take the licensing examination.  ;

Ten candidates from the first group retcok the exam between October 21 and MO November 10. Of these 10, 2 have passed with results pending on the remaining. 1 0, Examinations were given to a second group of 20 between October 21 and December 4

' InE< applicant on the low pass rate (42%) of the first group of candidates. The 1 applicant explained that (1) it needed to improve its screening criteria as to who is ready to take the exam, (2) it needed to provide clear and more accurate i

DEC 29 386 plant-specific information to the Region to use in preparation of the exam, and (3) the second exam was not as difficult as the first. The applicant emphasized its confidence in a much improved overall pass rate for subsequent candidate groups.

The applicant explained its maintenance programs which begin with appropriate hiring practices and training. The applicant expressed its belief that early involvement in plant activities by maintenance personnel is necessary. Main-tenance programs include planned maintenance, predictive maintenance, and maintenance experience assessment reporting.

The Readiness Review Program (RRP) reviewed over 5000 commitmente ard over 50,000 docurrents. Lessons learned from the RRP include (1) early identification and resolution of problems, (2) early resolution of commitment interpretation differences, and (3) a coordinated management accreach for many GPC and NRC review activities. Examples of findings incluoe (1) a need for inproved quality verification documentation, (2) a need to upgrade inspector qualification /certi-fication records, (3) keaknesses in nuclear operations training records, (4) failure to apprcpriately qualify certain field vendors, and (5) calculation discrepancies.

In closing, the staff indicated that it was impressed with the progress of the facility for licensing, and requested that the applicant keep the staff informed of its estimated fuel load date.

Simulator Exercise Initial Conditions - Plant at full power on automatic control

1. Fail RCS RTD high and recover Objective: Observe crew response to diagnose and recover from RTD failure
2. Call in from Aux. Operator - bad oil leak at MFW pump; smokino badly.

Objective: Crew recognition of fire hazard. Crew capability to assume manual control and reduce power so that one MFW pump can be taken off line.

3. After stabilizing at reduced power, steam generator tube leak (50-60 gpm),

followed by RCP seal failure.

Objective: Crew diagnosis of and response to a leak outside contain-ment compounded by a leak inside containment.
