PUBLIC SERVICE ELECTRIC AND GAS COMPANY HOPE CREEK GENERATING STATION CASE NO. 97-4-11-1013-46 DISCHARGE CONFIRMATION REPORT - CLOSEOUT In accordance with NJAC 7:1E-5, enclosed is Public Service Electric and Gas Company's (PSE&G) report confirming the discharge of approximately one pint of Spartan 220 lubricating oil to the Delaware River at the Hope Creek Generating Station's Service Water Intake Structure.

The discharge was from a trash rake gear box which accidentally cracked during maintenance activities.

As a result of this discharge, oil sorbent booms were deployed to contain the discharge to the intake bay area.

Also, involved personnel were briefed on the importance of attention to detail s,

especially while moving large equipment.

This discharge was reported to the New Jersey Department of Environmental Protection (NJDEP) Hotline and assigned Case No.

97-4-11-1013-46 by Operator No. 24.

As the discharge of lubricating oil to a navigable waterway is regulated under 40 CFR 112, notification of this discharge was also made to the U.S.

Coast Guard via EPA's National Response Center.

The National '

Response Center assigned Case No. 383-327.

As required under 10 CFR 50.72, Significant Events, the Nuclear Regulatory Commission (NRC) was also notified.

DISCHARGE SCENARIO:

On the east sidelof Hope Creek's Service Water Intake (river side), there is a " trash rake" utilized to remove debris from the intake bays, if necessary.

While. maintenance personnel were moving the trash rack, the gear box was accidentally cracked when the trash' rake motor hit c caffold clamp with protruding screws on a handrail.

The handrail or fence is utilized to protect personnel when.the'deckplates are removed fru. the intake structure.

The motor is cantilevered from the gearbox.

When che gearbox cracked approximately one pint ~of Spartan 220 lubricating oil-leaked out.

Maintenance personnel immediately contained the

, gearbox with a bucket and absorbent material, however, some oil

,was discharged to the Delaware. River.

MEASURES TAKEN TO CONTAIN, CLEANUP AND REMOVE THE DISCHARGE:

Maintenance personnel immediately contained the leaking gearbox utilizing a bucket and absorbent material.

Notification was then made to personnel supervisor and internal First Responders.

Oil sorbent boom was deployed to contain the discharge within the J

intake bay area.

Individual booms were then placed within each intake bay.

Debris and booms were removed and properly disposed of via normal trash.

CORRECTIVE MEASURES:

Based upon the discharge scenario, Maintenance person.'el were briefed on the importance of attention to detail especially while working with large equipment.
