RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS (PSE&G)

HOPE CREEK GENERATING STATION CASE NO. 92-01-01-0825-00 On January 1, 1992, PSE&G reported a spill at the Hope Creek Generating Station of approximately 2.5 gallons of hydraulic fluid.

The fluid leaked from a 5-gallon container in the back of a pickup truck to the bed of the truck, the paved area surrounding the truck, and a sanitary manhole located in the paved area below the truck.

The discharge was reported to the NJDEPE Hotline and was assigned Case No. 92-01-01-0825-00 by Operator 5.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E-5, which requires all major facilities to notify NJDEPE of discharges of petroleum and other hazardous substances in any concentration to the ground or waters of the State.

However, upon further investigation, PSE&G has determined that there was no discharge to the environment.

Approximately 2 gallons of hydraulic fluid were contained within the truck bed and the paved area surrounding the truck.

This fluid was immediately cleaned up and dispesad of as hazardous waste.

An estimated 0.5 gallons was discharged to the sanitary wastewater collection system through Manhole No.

4.

The collection system leads to the Hope Creek sewage treatment plant which provides advanced secondary treatment and is equipped with skimmers for removal of floating solids and oils.

No evidence of hydraulic fluid was found in the plant or in the plant's permitted discharge.

Therefore, PSE&G was not obligated to notify NJDEPE since the incident did not constitute a discharge.
