Dear Mr. Mathis:

HOPE CREEK GENERATING STATION NJPDES PERMIT NO. NJ0025411 RETRACTION OF EFFLUENT TEMPERATURE VIOLATION CASE NO. 93-09-04-0550-16 .

On September 4, 1993, Public Service Electric and Gas Company (PSE&G) reported an exceedance of the daily maximum limit for temperature in the cooling tower blowdown discharge (DSN 461A) at the Hope Creek Generating Station. The daily maximum permit i limit is 96*F and the reported temperature value was 96.2*F. The exceedance, which occurred on September 3, was reported to the NJDEPE Hotline and was issued Case No. 93-09-04-0550-16 by Operator 14.

PSE&G, in making this notification, believes that it was acting in accordance with NJAC 7:14A-3.10, which requires permittees to notify the NJDEPE of violations of daily maximum permit limits.

However, upon review of the effluent temperature data (see  ;

attached), PSE&G believes that no violation occurred based upon the guidance provided in the Department's DMR Instruction Manual (Revised February 1993). In accordance with the Department's rounding off procedure (Page 54), calculated effluent values are l' l reported to the same sensitivity as the permit limit. Therefore, 96.2*F is rounded off to 96*F and no effluent violation occurred.
