SUBJECT:

PERRY ATOMIC AND SAFETY LICENSING BOARD CONDITIONS RELATED TO 0FFSITE EMERGENCY PREPAREDNESS Our input to the Perry SER dated September 26, 1985, addressed the Atomic Safety and Licensing Board (ASLB) hearing on emergency preparedness. We indicated that two of the four ASLB conditions stated in the concluding partial initial decision of September 3,1985, had been met and that our evaluation of the Federal Emer-gency Management Agency's (FEMA's) response regarding the two remaining conditions would be provided in a future supplement to the SER.

Enclosed for your information is FEMA's status report on the two remaining ASLB conditions. FEMA reports that the conditions have not been completely resolved, however, final resolution in all areas is anticipated by November 27, 1985.

When FEMA advises us that all actions are complete, we will provide our evalua-tion of FEMA's response in a future supplement to the SER prior to operation above 5% of rated power.

[ t.R1 Assistant' Associate Director Office of Natural and Technological Hazards StBJECT: Perry Atomic Safety and Licensing Board Conditions Related to Offsite Enurgency Preparedness Attached is a status report on the two renaining offsite omrgency preparedness licensing conditions for the Perry Nuclear Ibwer Plant (NPP). These conditions ware identified in the Perry Atonic Safety and Licensing Board's (ASW) Concluding Partial Initial D3 cision issued on Septenber 3,1985 On Septenber 25, 1985, your office requested the Federal Dmrgency Managem3nt Agency (FEMA) to provide the Nuclear Regulatory Cornission (NRC), by October 15, 1985, with a status report on two licensing con-ditions related to offsite preparedness. The conditions arose from the folloving two contentions: (1) There are no letters of agreemnt regarding the availability of school buses (Contention Q); and, (2) reception centers do not have the neans or facilities for handling contaminated property (Contention U).

FD4A Region V staff contacted the Ohio Disaster Services Agency (OWA) to determine the current status. The information provided by ODSA is con-tained in the attached nemorandum with attachnents fron FC4A Region V.

Following the Region's submittal of the status report to FC4A Headquarters, OWA provided the enclosed folloa-up written confirmation, dated October 11, 1985. hhile the conditions have not been totally resolved, the State has informed FD4A that (1) copies of the letters of agreemnt will be provided to Fan Region V by November 27, 1985; (2) all personnel performing energency respanse duties in the care centers will be trained by November 20, 1985; and, (3) equipnent and personnel decontamination kits are being assc.nbled and will be in the care centers by November 15, 1985.

FD4A Region V will nonitor the progress of these scheduled actions and i

notify FD4A Headquarters when these actions have been aJrrpleted.

The following information represent s the status of the two remaining of f sita amargency preparedness licensing conditions (contentions Q and U) issued by the AtoEic Saf ety and Licensing Board ( ASLB) in their Sept ember 3,1985 Concluding Part ial Initial Decision regarding emergency planning for the Perry Nuclear Power Plant.

(1) Status relative to contention Q: "There are no letterm of agreement regarding the availability of school buses."

The Ohio Disaster Services Agancy (ODSA) reports that all letters of agreement referred to by the plans for use of school buses to evacuate personnai are t o be signed by the appropriate of ficia1= by November 1, i 1985. ODSA anticipates that they will have received and reviewed each of l these documents for inclusion into the plans by November 20, 1985. Copies

( of these ' letters will be furnished to FEMA by November 27, 1985.

I (2) Status relative to contention U: " Reception Centers do not have the means or facilities for handling co,nta=inated property."

For the purpose of this report, status is report ed in two areas Training and Equip =ent. ,

ODSA indicated to FEMA Region V st af f recently that each cara cent er (including decontamination functions in these areas) will be staffed with a minimum of four (4) staf f members which have received at least 16 hours1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> of certified inst rumentation training. In addition, each center will have at least three (3) personnel which have received training in the procedures for the decontamination of personnel and equipment. ODSA reports that all the personnel performing emergency response duties in the care centers Feve been l or will have been trained by' November 20, 1985. Attachment 1 is a

projection of this training schedule.

JEquipment:

Each care center will be provided with a kit containing the necessary supplia= to effectively decontaminate personnel and another kit with the items necessary to decontaminste equipment. The state has indicated that these kits are being assembled and that each care center will receive these kite by November 15, 1985. See attachment 2 squipment and Personnel Decontamination Lists.

FEMA Region V will continue to monitor the progrees of these actions to resolve these concerns and will adviet FEMA Headquatters when the actions taken have been completed.
