SUBJECT:

ASSIGNMENT OF REGION III FACILITY OVERSIGHT MANAGERS We recently met with Jack Martin and Hub Miller and decided to expand senior management oversight of selected plants.

This approach is designed to ensure that senior regional managers develop a high degree of knowledge of technical and organizational issues at selected facilities in order to assist in assessing performance.

The oversight managers will advise the NRC team on matters involving their assigned facility.

We will not supplant the normal chain of command for regulatory decisions in implementing this initiative nor will we conflict with DRP responsibilities.

Effective immediately, the assignment of managers is as follows:

Perry H. Miller Fermi E. Greenman Dresden W. Forney LaSalle W. Axelson Palisades G. Grant Quad Cities T. Martin We envision that the assigned managers will normally:

1.

Provide an ongoing assessment / evaluation of facility / licensee performance by keeping apprised of technical

matters, personnel
issues, and improvement efforts.

2.

Serve as chairperson of the SALP board and attend the SALP meeting with the licensee.

3.

After issuance, receive and evaluate a copy of all inspection reports pertaining to his plant and provide recommendations on the performance of inspection activities.

4.

Attend the MIP meetings when the assigned plant is discussed.

5.

Make independent visits to the plant as well as accompany the RA/DRA on l

site visits.

Region III Technical Staff DEC 15 B33 We have used in the past a similar approach to enhance managerial oversight of selected reactor plants.

Examples include, the initiation of the Zion Review Team headed by Bill Forney, the Dresden Overview Team headed by Tom Martin, and, prior to that, the effort to restart the Fermi facility headed by Ed Greenman.

The purpose of these initiatives was to provide a consistently high level of managerial awareness of performance problems and improvement efforts at facilities requiring an additional level of NRC attention.

Our new approach captures some of the same thoughts of our prior initiatives.

To avoid conflict with this new initiative the Dresden Oversight Team and the Zion Review Team have been terminated. Please contact any of us if you have any I
