SUBJECT:
EDG GROUND FAULT DETECTION AND TRIP CIRCUIT AT PERRY UNIT 1 Enclosed is our Technical Review Report on the deficiency of the Ground Fault Detection and Trip circuit at Perry Unit 1.
On May 25, 1989 during design review activities, the licensee discovered that a ground fault on an individual load could result in the loss of the Emergency Diesel Generator (EDG) before the individual load would trip.
The licensee has resolved the issue by changing from trip operation to local and control room alarm annunication in the event of single line-to-ground fault.
Considering the merits of the alarm scheme, no further AE0D action is recommended at this time.
