2.?O6 PETITION SUBMITTED BY MESSRS. CAPELLA, WENE, AND O'CONNELL, RE POOR PERFORMANCE OF PERRY NUCLEAR POWER STATION On August 20, 1993, Messrs. Capella, Wene, and O'Connell, acting on behalf of the Concerned Citizens of Laxe, Geauqu, and Ashtabula Counties, Ohio, submitted a Petition to the Regional Administrator, Region III, requesting the immediate shutdown of the Perry Nuclear Power Station.

The Petition is being referred to your Office for the preparation of a response pursuant to 10 CFR S 2.206.

Petitioners base this request upon a purported statement by Mr.

Martin, in describing the Perry Station, that it has, " radioactive steam

leaks, ineffective management, lack of
teamwork, poor communications, low
values, and a

messy appearance".

The Petitioners also requested that the NRC conduct public hearings on what is wrong with the plant, to determine what it would cost to make the necessary repairs, and to keep Perry closed until the plant can operate safely.

Petitioners state that it is clear to them that the Perry Plant is a threat to hundreds of thousands of Americans living in Northern Ohio.

The Petitioners further allege that there can be no justification for permitting Perry to operate while the citizens wait and hope for the Cleveland Electric Illuminating Company to "get its act together".

I have.nclosed the original Petition for your use.

I have also enclosed a draft of a letter of acknowledgement to the Petitioners and a draft of a Notice for publication in the Federal Register.
