Upon receipt of " Applicants' Ar swer to OCRE Motion to Reopen the Record and to Submit New Contentions" dated December 30, 1985, the Staff became con-cerned that it might appear to the Appeal Board that the affidavit submitted by Applicants contradicts the Staff Affidavit submitted with the Staff's Response filed on January 2, 1986. Because of this concern, the Staff is providing you with the enclosed clarifying affidavit which explains the proposed technical specification requirements for the Perry plant in the event of inadvertent loss of one recirculation loop during full power opera-tion. This affidavit does not change the Staff's position on OCRE's Motion to Reopen the Record and to Submit New Contentions," but is intended to make it clear that the currently proposed technical specifications for Perry do
