PERRY SALP 9 INPUT FOR PLANT OPERATIONS SECTION 1.
Analysis This evaluation is based upon two Examination Reports covering licensed operator examinations.
Assurance of Quality, Including Management Involvement and Control Management involvement to assure quality was highly evident in the area of licensed operator training. All individuals passed the NRC licensing examinations administered in May and December 1988. This continues the 100 percent pass rate for license examinations from the previous reporting period.
Approach to the Identification and Resolution of Technical Issues from a Safety Standpoint Not addressed during the initial licensing examinations.
Responsiveness to NRC Initiatives i

Not addressed during the examinations.
Effectiveness of Training and Qualification Program The effectiveness of the Licensee's Training Programs was evident during the assessment period. Seven SR0 and seven R0 replacement examinations were administered during the assessment period. These examinations resulted in a pass rate of 100% compared to a pass rate of 100% during the last assessment period.
This represents a continuing commitnent for excellence in this area. The NRC also administered requalification examinations to seven SR0 and five R0 licensed persons during this assessment period. All individuals passed the examinations and the licensee's training program was rated satisfactory.

1.
Analysis This evaluation is based upon one Examination Report covering the Pilot Requalification Examination.
Assurance of Quality, Including Management Involvement and Control
-Management involvement to assure quality was evident in the area of Licensed Operator Requalification Training. All individuals passed the NRC Pilot Requalification examinations administered in May 1988.
Further the NRC expects licensee's to maintain a quality of training for licensed operators much higher than the minimum NRC' requirements The licensee showed a. strong commitment to this philosophy during the Pilot Requalification Examination by.failing one of.three crews, the NRC passed all crews, based on observed weaknesses.
Approach to the Identification and Resolution of Technical Issues from a Safety. Standpoint-Not addressed during the examinations.
Responsiveness to NRC Initiatives The licensee showed responsiveness to NRC initiatives by promptly initiating corrective actions for weaknesses identified with the Operator Requalification Training Program. Further the licensee volunteered to participate as the Region III, Pilot requalification candidate.

Staffing (including management)
'As with the previous evaluation aeriod staffing was considered to be more than adequate as shown by tie licensee's willingness to support the Pilot Requalification Examination.
Effectiveness-of Training and Qualification Program Based on the areas observed the licensee's training and qualification program is considered to be adequate.

Two training program deficiencies were 'noted, however, during the requalification program evaluation conducted in May 1988:
1.
Training was not specifically provided in the licensed operator requalification program on the ability to operate the facility's auxiliary and emergency systems in the plant (i.e. outside the control room) other than the remote chutdown panel.
2.
For the purpose of evaluation the licensee's requalification program did not rotate the unit supervisor and shift supervisor in these two license positions.
