Dear Mr. Kraft:

Enclosed for your review is the SALP 12 Report for the Quad Cities Nuclear Power Plant covering the period December 26, 1993, through July 22, 1995.

This report will be discussed with you at a public meeting to be held at Quad Cities Station at 10 a.m. (CDT) on September 13, 1995. During this meeting you are encouraged to candidly discuss any comments you may have regarding our report. While this is considered a presentation and discussion forum between Commonwealth Edison Company and the NRC, the meeting will be opened to any other interested parties as observers.

Overall performance showed substantial improvement, especially during the last half of the assessment period. Your new senior management team has clearly demonstrated an improved safety focus and a conservative operating philosophy.

Senior management has established a clear course of action for the station and is effectively communicating performance expectations. Notable examples included the strong oversight provided in the area of centrol room operations, the increased scope of outages to fix major equipment deficiencies and improve material condition, and the aggressive management response to plant events.

ALARA planning and implementation, the identification and reporting of problems, and engineering evaluations have also improved. Although substantial progress has been made, a number of management challenges remain.

In particular, we encourage you to continue your efforts to address lingering material condition issues and improve the work control process.

In accordance with NRC policy, I have reviewed the recommendations resulting from the SALP Board assessment and concur with their ratings. It is my view that your conduct of nuclear activities in connection with the Quad Cities i facility was adequate throughout the assessment period with a notable i improvement in the second half. Significantly-improved performance in Plant  !

Operations and nctable improvements in Engineering resulted in Category 2 ratings. . Plant Support remained a Category 2. Although the Maintenance area was again rated Category 3, some progress was seen. Most notably, your 1994 l outage work and recent improvement initiatives resulted in improved material l

( condition and operational performance of Unit 1.

E. Kraft Improvements in your self-assessment programs have been brought about through the use of on-site review committees and improved thresholds for problem identification. On-site review committee improvements were seen in the utilization of a plant operations review committee and the independent safety engineering group. Overall, the site quality verification organization's performance improved. However, the lack of effective corrective actions was a common theme throughout the SALP functional areas discussed in this report.

At the SALP Meeting you should be prepared to discuss our assessments and your plans to improve performance in the areas where weaknesses are discussed in the report. Additionally, you are requested to respond in writing within 30 days after the meeting, specifically addressing actions planned to improve your performance.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter, the SALP report, and your response to this letter will be placed in the NRC's Public Document Room.
