River Bend Station - Unit 1 Docket No. 50-458 Enclosed for your review is the Gulf States Utilities Company (GSU) addi-tional information requested by members of your staff to confirm qualification of the River _ Bend Station (RBS) Transamerica Delaval, Inc.

(TDI) Standby Diesel Generators. Attachment 1 identifies the concerns raised and provides an appropriate response which meets the delineated conditions for approval of the TDI crankshafts for 3130 kw.

ATTACHMENT 1 The following information has been identified by Dr. Berlinger of the NRC Staff.for satisfactory approval of the RBS TDI crankshafts for a loading to 3130 kw:

1. Submit a report on FEV's independent evaluation of the RBS TDI crankshaft, signed by Dr. Franz Pischinger.
2. Address governor speed control to prevent operation near the 5th order critical.
3. Address monitoring or surveillance provisions to ensure pressure balance remains acceptable.
4. Perform a liquid penetrant (LP) inspection of crankpin fillets and oil hole entrance region of crankpins 5, 6 and 7 on the "A" Diesel. Crankpin oil holes on cylinders 5, 6 and 7 are to be eddy current tested (ET). Anf indication by LP inspection will be backed up by ET.
5. Inspection to be witnessed by a representative of Battelle Paci-fic Northwest Laboratories (PNL).

The response to each item is as follows:

1. See Attachment 4 for a copy of the FEV Report entitled " Operation-al Safety of TDI DSR-48 Emergency Diesel Generator Crankshafts at River Bend Station, Gulf States Utilities", dated June 1, 1985 and signed by Dr. Franz Pischinger.
2. See Attachment 2 for the combined response on Governor Speed Control and Cylinder firing pressure control.
3. See Attachment 2
4. See Attachment 3 for copies of three inspection reports, M5000501, M5000503 and M5000510. These inspections were conducted from June 4 to June 8, 1985 and confirm there is no evidence of fati-gue crach initiation after 330 hours0.00382 days <br />0.0917 hours <br />5.456349e-4 weeks <br />1.25565e-4 months <br /> of operation.
5. The inspections contained in Attachment 3 were witnessed by and a copy of the inspection report was given to Mr. S. J. Foreman of PNL.

1 ATTACilMENT 2 This attachment contains the detailed response to Items 2 and 3 of Attach-ment 1.

NRC Staff Requirement: Describe means to control engine speed (frequency) and cylinder firing pressure to avoid increased crankshaft torsional stress from the fifth order resonant speed.

Response

The torsional stress contribution from the fifth order critical speed is addressed in " Evaluation of DSR-48 Emergency Diesel Generator Crank-1 shafts at River Bend Station," Failure Analysis Assosiates Report No.

FaAA-85-5-10 transmitted to Mr. H. R. Denton (NRC) from Mr. J. E. Booker (GSU) on May 16, 1985(GSU Letter No. RBG-21,025). The magnitude of the fifth order torsional vibration is quite small and there are six other orders with greater magnitude. Even though the fifth order speed is close to the operating speed, the fifth order is excited only by variations in combustion pressure from cylinder to cylinder. Such variations are readily detected by the exhaust thermocouples installed at each cylinder.

The following operating and maintenance practices will be adopted to pre-vent sustained operations under conditions of cylinder unbalance and over-speed:

1. A caution statement will be added to the operation and surveil-lance procedures from the Division I and Division II diesel genera-tors.

" Avoid continuous operation between 453 and 457 RPM (60.4 to 60.9 liz) . The crankshafts for the Division I and Division II diesels have a critical speed at 455 RPM. Crankshaft torsional stresses may be increased if the diesel generator operated at 455 RPM and cylinder firing pressures are unbalanced.

During operation, verify exhaust gas temperatures are within t 50F of the average for all cylinders. Variations exceeding this range for any cylinder should be investigated by Mainten-ance."

2. Exhaust gas temperature measurements for each cylinder will be recorded monthly, and cylinder firing pressures will be recorded

, quarterly. -Trend analysis will be performed to detect changes in parameters indicating a need for maintenance of fuel injection equipment.

3. Station Operating Procedures S0P-0053, " Standby Diesel Generator and Auxiliaries," includes the requirement to monitor and main-tain generator frequency within 60 Hz 3 0.2 Hz.
