50-266;.50-301 Point Beach Nuclear Plant Licer:e Nos. OPR-24; DPR-27 During an NRC inspection conducted from October 13 thrtugh November 22, 1992, a violation of NRC requirements was identified. 'In acc:rdance with the
" General Statement of Policy and Procedure for hRC Enfc cement Actions",
10 CFR Part 2, Appendix C, the violation is listed beltw:

Technical Specification 15.6.8 requires that the :lant be operated and maintained in accordance with approved procedures.
Procedure RMP 74, "B Train Degraded & Loss of Voltage Relay Test', step 3.2.1,- directs opening a knife blade switch in preparaticn for listing.
Step 3.2.3 directs depressing the relay test button, A cau:'on statsment preceding step 3.2.1 warns the technician that the ir.ife b'ide switch is to be opened first.
Contrary to the above, on October 26, a maintenar,:e electrician-did not open the isolation knife switch as. required by pr:cedure MiP 74 prior to depressing the relay test button.
This is a Severity Level IV violation (Su;plemen 1).
