.iolation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions', 10 CFR Part 2, Appendix C, the violation is listed below: ;
A. Technical Specification 15.6.8.1 requires that the plant be operated and ,
maintained in accordance with approved procedures. Procedure PBNP 4.13, Equipment Isolation Procedure, step 6.2.3, requires that equipment not ,
, be returned to service until the danger tag location sheet authorizes the return of the equipment to the operations group. Step 6.4, requires that positioning a component per the danger tag location sheet shall be performed by a qualified red tagger.
Contrary to the above, on July 24, a battery cable on the G-501 auxiliary diesel was reconnected to the battery prior to the danger tag location sheet authorizing the return to service of the equipment to the operations group. Also the person that reconnected the cable was not a qualified red tagger.
This is_ a Severity Level IV violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, Wisconsin Electric is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commist. ion, AT1N: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region III, and a copy to the NRC Resident Ir .pector, within 30 days of the date of the letter transmitting this Notice. This re>1y should be clearly marked as a " Reply to a Notice of Violation" and siould include for each violation: (1) the reason for the violation, or if contested, the basis for disputing the violation; (2) corrective action taken and the results achieved; (3) corrective action to be taken to avoid further violations; and (4) the date when full compliance will be ' achieved. Where. good -cause is shown, consideration may be given to
' extending your response-time.
