l NOTICE OF VIOLATION t

Wisconsin Electric Power Company Docket Nos. 50-266; 50-301; Point Beach Nuclear Plant Licenses No. DPR-24; DPR-27 During an NRC inspection conducted from September 3-6, 1996, a violation of 4

NRC requirements was identified.

In accordance with the " General Statement of j

Policy and Procedure for NRC Enforcement Actions," NUREG-1600, the violation l

is listed below:

Technical Specification 15.6.11, requires that radiological control procedures shall be written and made available to all station personnel, i

and shall state permissible radiation exposure levels.

The radiation i

protection program shall meet the requirements of 10 CFR Part 20.

j Health Physics Procedure NP 4.2.2.0 " Radiation Work Permit" requires that a Radiation Work Permit (RWP) shall be required for entry into an area posted "High Radiation Area, RWP Required."

Contrary to the above, on April 4, 1996, a worker was present in the "C"

I CVCS hold up tank cubicle which was posted "High Radiation Area, RWP J

Required," without being signed on an RWP.

This is a Severity Level IV violation (Supplement IV).

l Pursuant to the provisions of 10 CFR 2.201, Wisconsin Electric is hereby i

required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region III, and a copy to the NRC Resident Inspector, within 30 days of the date of the letter transmitting this 3

Notice.

This reply should be clearly marked as a " Reply to a Notice of j

Violation" and should include for each violation:

(1) the reason for the violation, or if contested, the basis for disputing the violation; (2) t corrective action taken and the results achieved; (3) corrective action to be taken to avoid further violations; and (4) the date when full compliance will i

be achieved. Where good cause is shown, consideration may be given to extending your response time.
