NOTICE OF VIOLATION Wisconsin Electric Company Docket Nos. 50-266 and 50-301 As a result of the inspection conducted from February 1 1987, through March 31 1987,andinaccordancewiththe"GeneralPollcyandProcedures forNRC$nforcementActions,"10CFRPart2,AppendixC(1985),thefollowing violation was identified:
10 CFR 50, Appendix B, requires in Part V, " Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type a)propriate to the circumstances and shall be accomplished in accordance with t1ese instructions, procedures, or drawings."
Procedure PBNP 2.1.2, Periodic Procedure Reviews, states in part that, "When neither use nor revision of a procedure is accomplished within a two year period,thenthatprocedureissubjectforreview..."
Contrarytotheabove,ProcedureOP-10," Major,BlackPlantStartup,"was issued March 7, 1972.
As of February 9, 1987, this procedure was not used nor revised and the only evidence of review of this procedure was a proposed revision in 1983 which was never forwarded to the Manager's Supervisory Staff for approval.
ThisisaSeverityLevelVviolation(Supplement 1).
The inspection showed that action had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required and we have no further questions regarding this matter.
