o NOTICE OF VIOLATION Wisconsin Electric Power Docket No. 50-266 Comrany Docket No. 50-301 As a result of the inspection conducted on September 26-30, 1988, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1988), the following violation was identified:

Technical Specification 15.6.8 states that the plant will be operated in accordance with approved procedures.

4 Training Procedure 9.0, Section 6.3, states that if the form of evaluation (test examination) presents an open opportunity for cheating, the instructor will be present throughout the evaluation.

Contrary to the above, on September 13, 1988, the instructor was not always present during an examination given to students who had completed the General Employee Training program.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:

(1) the corrective actions that have been taker, and the results achieved; (2) the corrective actions that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time i
