NOTICE OF VIOLATION Wisconsin Electric Power Company Docket Nos. 50-266; 50-301 Point Beach Nuclear Plant Licenses No. DPR-24;-DPR-27 As a result of the inspection conducted from September 5 through October 15,.
1990, ar.d in accordance with the " General Statement of Policy and Procedure forKRCEnforcementActions,"10CFRPart2,AppendixC(1989)(Enforcement Policy) the following violation was identified:
10 CFR 50,73, " Licensee Event Report System," requires that the licensee shall submit a Licensee Event Report (LER) for any type of event described in this parograph within 30 deys af ter the discovery of the event.
Sectiona.2.(iv) of this paragraph specifies that an LER is required for any event or condition that resulted in manual or automatic actuation of any Engineered Safety Feature, including the Reactor Protection System.
Contrary to the above, on October 8,1989, an inadvertent actuation of the Reactor Protection System occurred when two out of three containment pressure bistables were tripped.
This event was not reported until October 11, 1990, over one year from the date of the occurrence.
This is a Severity Level V violation (Supplement 1).

The inspection shcwed that actions had been taken to correct the identified violation and to prevent recurrence.
Consequently, no reply to the violation is required and we have no further questions regarding this matter.
