NOTICE OF VIOLATION Wisconsin Electric Company Docket Nos. 50-266 and 50-301 As a result of the inspection conducted from March 16, 1988 through April 30, 1988, and in accordance with the "General Policy and Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the following violation was identified.

10 CFR 50, Appendix B, requires in Part V, "Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings."

Procedure PBNP 4.13, Equipment Isolation Procedure, states in Section 5.1 that, "The requesting individual desiring to remove from service or perform maintenance on any plant system or component that is subject to this procedure shall submit a request for equipment isolation to the DSS (Duty Shift Supervisor) specifying the time and date of the planned work activity . . . "

Contrary to the above, on April 25, 1988, an instrument and control supervisor submitted a request for equipment isolation to the DSS without specifying the time and date of the planned work activity.

This is a Severity Level IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved.

Consideration may be given to extending your response time for good cause shown.
