Dear Commissioners:

We are in the lobby of your offices and will be there or in the conference room until the meeting scheduled for 2 p.m. this afternoon. If you choose to speak with us, we will be available. To avoid r, petition, we have attached a copy of our letter to you cf Friday, March 23, 1984 which cutlines most of our conce rns . Today's communication is of a different nature. Without becoming too entangled in administrative procedures of the Nuclear Regulatory Commission, we believe that you should not vote on Diablo today. But it is not only for reasons of incomplete reports and inadequate investigations. It is because we believe Diablo can never, regardless of efforts to reconstruct and redesign', operate safely as a nuclear facility. However, a charge of the NRC, among its other duties, is'to license nuclear powerplants, and we realize that you may vote today on whether or not Pacific Gas and Electric Company should be permitted to commence low power testing at Diablo Canyon. If we , as ordinary (buc informed) citizens , know how dangerous the plant is , you, as professionals in the field are undoubtedly truly terrified. We may not agree on the merits of nuclear power, but'we do share common concerns that people not be endangered by poorly designed and constructed nuclear powerplants. We have attempted to put ourselves in your position in order to understand your values and beliefs. We ask the same of you. Put yourselves in our shoes, see through our eyes , and understand why we believe Diablo should never operate, even in the face of a $5 billion investment. Should you vote, we urge you to cast a negative ballot. To act so courageously will require phenomenal strength. Diablo Canyon is a dangerous mistake. You have the authority and power to stop the mistake before it becomes a tragedy. We implore ~ you to find the courage to say "no". Dear Commissioners:

We have come from California to meet with you personally to ask you not to grant a low-power test license for the Diablo Canyon Nuclear Plant. We represent thousands of Californians who would be here if they could. We have sent written communications and telegrams to you over the many years of this plant's disastrous history. We feel that at this crucial moment human contact is necessary to express the very human concerns for life and health that would be endangered by Diablo Canyon's operation at this time. We are outraged that you would consider letting Pacific Gas and Electric Company remove the control rods in a plant that has experienced leaks in its

   " hot testing" process (a specially contrived level of licensing for this plant which could not follow regular procedures) without subjecting it to considerable further non-nuclear testing.

We are outraged that your staff did such a cursory investigation of worker allegations of poor construction and then said that the plant was fit for licensing, leaving hundreds of complaints unresolved. We are outraged that a plant which has such lax security that protesters not knowledgeable about terrorist infiltration methods could get over the double fencing and into the plant area without detection - even at a time ti.ct PG&E was told they would be there. We are outraged that the consideration for money invested by PG&E in this plant - much of which was due to their early mistake in ignoring information about the Hosgri fault and their subsequent slipshod management and construction practices - takes precedence over the safety of the people of San Luis Obispo county and neighboring areas. [ l Diablo Canyon is already an embarassment to the nuclear industry. I It is a prime example of what should not have been done. As we approach the I fifth anniversary of the Three Mile Island accident it is incomprehensible that ' the NRC will close its eyes again to the signs of impending disaster that Diablo Canyon's operation represents.
