The attached report of an inspection of the subject facility on March 18-20, 1970, is forwarded for information. No safety items were identified.

t The item (s) of noncompliance relating to tardiness in the submittal of rrg.'.:ed reports identified herein were not handled via the 592 procedure in liet f the fact that this was an agenda item for the meeting with licensee management in Conunissioner Thompson's office, held on March 25, 1970.* Other issues spoken to in this report that were also on the agenda for the aforecentioned meeting include organizational weaknesses and the inadequate involvement of management (GORB) in plant operations.

This report also provides CO followup to the. main steam isolation valve leakage problem identified in CD Report No. 219/70-2 and discussed in the'11censee's report to DRL dated March 20, 1970. Also discussed is an instance of failure of one of the emergency diesel generators during routine testing while the re' actor was shut down.

The results of detailed review in the health physics area are also provided.
