DOCKET NO. 50-219 The attached report of special inspection visits to the subject facility on July 23,and August 1,1969, is forwarded for review.

No items of noncasipliance or items of safety significance were noted.

Because of the nature of the subject matter reviewed, the con-struction phase inspection format was employed.

i You are aware of the current problem with one of the recirculation pumps (Loop D) and the fact that it has caused a delay in plant startup for the resumption of startup testing.

A telecon with the site on August 11, 1969 indicates that they are hopeful of being in a position to startup with four loops in operation some-time on August 12, 1969.

Also, they are still having difficulties achieving a good seal at the railroad air lock doors.

Most recently they abandoned the recently installed can style sealing mechanism and returned to use of the temporary Jacks.

JC reports that subsequent tests with both doors closed indicated a satisfactory sealing.

Achieving acceptable results with the inner door open may be a different story, McCluskey assures los that they will meet the requirements of the Technical specifications before resuming plant operation.

l This might mean going with both doors closed and shutting down whenever one or more doors must be opened.

Messrs. Dobbs and Caphton are currently e W aled to visit the site on August 13, 1969 consistent with startup.
