No items of noncompliance or of safety algnificance were identified.

1 Initial criticality was achieved at 2117 hours0.0245 days <br />0.588 hours <br />0.0035 weeks <br />8.055185e-4 months <br /> on May 3, 1969.

The rod configuration at the time was about as predicted.

The lack of cooperation between GE and JC, reflected in the instance I

of GE's reluctance to follow a standard 1/M procedure during the l

initial approach to critical, had also been observed on at least one j

other occasion by the inspector.

During a telecon with the site

N hold subsequent to this visit, Mr. McCluskey assured the inspector N~

that GE's attitude had changed and that they were now cooperating with JC.

No further problems were noted in this area by the inspector during a subsequent visit to the site during the week of June 2, 1969.

The core spray system was accidentally actuated briefly on one occasion.

No apparent adverse effects resulted from the occurrence.

The chemical Supervisor has resigned.

JC has employed a consultant to provide these services pending the hiring of a qualified replace-m:nt.
