DOCEET No. 50-219 The enclosed report, directed specifically to the follow-up of the de-ficiencies detected during the in-depth quality control task force inspec-1 tion program at the subject facility, is forwarded for action. Information contained in the report was obtained during visits to the Oys*.er Creek site on May 7-9, June 13-14. July 29-30, and september 19-20, 1968.

Altliough all of the results and details associated with GE's intensive record review program are still not available, the scope of this program represents some progress toward achieving our objectives regarding^ addi-tional assurance of a quality product. Weighing this effort with the i

considerations that GE does not openly acknowledge Compliance's expressed concern regarding the need for additional assurance and that no additional i

efforts are planned by GE at this time, the following recommendations are made:

To evaluate the effectiveness of GE's record review program, additional in-depth inspections are. required by Compliance.

It is suggested that this.in-depth review concentrate on one, additional system, isolation condenser system, and one of the j

applicability probisms identified in our earlier effort, e.g.,

protection of critical electrical equipment.

A more comprehensive review of records and installation, than l

has been noted to date, of the safety-related instrument lines and electrical systems is necessary for Compliance to gain-l

assurance that these systems meet the requirements of the l

1 FDSAR and the applicable codes.
