...r?

A f ~ jl4 I visited the Oyster Creek facility on October 18 and 19, i

During the visit, Carlson and I re-j quested specific information concerning various aspects of tie program.

The following is a list of the informa-

Information Requested

(

a.

Detailed initial loading and startup testing program.

4 b.

List of outstanding work.

c.

List of all testing to be done.

2.

Information Provided i

a.

List of preoperational tests to be performed, in-dicating those required for initial fuel loading and those, in GE's opinion, that.:an be deferred.

However, a cursory review revealed that a number of

]

necessary testa such as:

(1) primary and secondary b

containment leak rate test and (2) absolute and f -)

1 charcoal filter testing, were missing.

General discussions revealed that many of the tests will be performed in two stages,

i.e., cold and hot.

The cold.

testing will be performed prior to initial fuel loading g*

and the hot testing will be performed during the initial 4

loading and startup testing program.

The hot testing J

until all testing information is available for review.

Meeting with Site Personnel l

?

We spent part of the first day with Jersey Central and GE personnel.

At the completion of this visit we had an informal agreement with both organizations in which we i

would meet with them again the following morning.

However, 1

both groups were attending meetings and unavailable for a maj or portion of the morning.
