An unannounced visit was made at the subject facility on September 10-12.

d Following this a regular announced visit was made on September 29-30, 1969.

The purpose of the visits was to conduct routine inspection with emphasis on the results of the power ascension test program. No significant safety problems were identified during the inspection. However, one item of noncom-pliance was noted for which a Form AEC-592 should be sent to the licensee.

Note the discussion regarding the interlocks for the Reactor Building personnel entry doors. Since JC agreed to take prompt corrective action, we do not s

feel that this is a significant safety problem.

We are a little miffed with JC for not getting the surveillance records in better shape before now. It may be a long slow process but there appears y

to be some signs of progress in this area. This is an important area since,

there is a voluminous quantity of paper work generated each day.

should generate so much power!)

A UOR will be generated regarding the rupture of the heat exchanger relief lines. This is an item that should be looked at all facilities having SWECO heat exchangers.

Mr. Kelcec has agreed that JC will submit a formal report to DRL regarding the bypass valve opening occurrence. He did not necessarily agree'that the 3

occurrence was reportable within 30 days but will submit a report because it was requested by Drs. Mann and Morris.

My next scheduled inspection is planned for the week of November 3,1969.
