I The final report on the special quality control inspection of the Jersey r
Central facility is attached for information. Please note that this report relates solely to our in-depth review of seven safety-oriented reactor systems.
Several important lessons were learned by Compliance as a result of this major inspection effort. These lessons have already been applied in ex-panding and improving the pmcedures employed by Compliance during the inspection of construction of licensed reactors. They also have been the bases for important recommendations that have been made both formally and informally to other Regulatory Divisions. These recommendations include the current need for developing the following: Procedures for the inde-pendent quality contml review of construction activities by applicants; enforcement procedures for safety-related deficiencies and infractions of construction permits; and requirements for the applicant to report construction deficiencies to the AEC. Some additional and more specific recommendations are currently being considered by Compliance.

Results of this special effort made it increasingly clear for the neces-e sity for in-depth review of construction activities. In this regard, we are currently nearing completion of a special quality contml inspection of the Southwest Experimental Fast Oxide Reactor project. Furthermore, arrangements have been completed for the immediate implementation of a I
f similar inspection program at the Niagara Mohawk Power Corporation proj-ect. The results of these programs, in conjunction with the conduct of routine construction inspections in more technical depth, should pmvide valuable information on which to base future plans and procedures. All of this experience is being factored into the Compliance Manual chapters being drafted vlth respect to Compliance requirements for inspection of facilities under construction.
