NRC INSPECTION REPORT 50-354/84-01 NO. 1 UNIT

' HOPE CREEK GENERATING STATION Your letter dated February 22, 1984, transmitted the above referenced Inspection Report.which contained a Notice of Violation citing one item of noncompliance. .The following response is provided in accordance with the Notice of Viola-tion.

As described in the referenced Inspection Report, the four alternators of the diesel systems did not have their power re-energized following modification work completed on December 2, 1983.

Corrective Steps Taken and Results Achieved On January 11, 1984, the date of the violation, Bechtel Power Corporation restored power to the four diesel generator alternator heaters.

Corrective Steps Taken to Preclude Recurrence

1. ~The following procedures will be revised as described below to ensure that required maintenance and storage conditions are restored in a timely manner:

l' I a. SWP/P-2, " Project Implementation and Control of Construction Work Plan Procedure Program", will be revised to require that Work Plan / Procedure Records include the requirement for the restoration of appli-cable maintenance and/or storage conditions upon completion of work activities at the end of each shift.-

b. SWP/P-ll2, " Preparation of Field Change Orders",

will be revised to provide the Maintenance Group with copies of all Field Change Orders for changes j to permanent plant equipment. In addition, the responsible discipline field engineer's sign-off on i the Field Change Order will attest to his verifica-tion of the restoration of storage conditions.

c. SWP/P-14, " Material Receipt, Storage and Handling",

will be revised to provide Field Engineering with a daily list of any new discrepancies. The Maintenance Group will review this list on a daily basis and will flag any " time sensitive" items of equipment to the attention of the Maintenance Superintendent via a

" Discrepant Storage Condition Form".

This revision will establish the list of " time sensitive" equipment and will require a 48 hour5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> corrective action' period if discrepancies are found.

The revision will also provide for escalation of problems to higher levels of management as required.

.2. Training sessions, reemphasizing the site storage and maintenance requirements, have been given to field disci-pline engineers, superintendents, craft foremen and general foremen. These sessions also addressed the changes to the implementing procedures described above.

3. Bechtel has established a brief list of storage and maintenance "Do's and Don'ts". This list will be distributed to craft foremen for discussion in weekly "gangbox" meetings with craft personnel. The list of "Do's and Don'ts" will be revised weekly.

The training sessions for engineering and supervisory personnel were completed by March 1, 1984. ,
