In the Matter of ) Docket Nos. 50-327 Tennessee Valley Authority ) 50-328 On May 25, 1982 a mquest to amend the Sequoyah Nuclear Plant (SQN) operating licenses (DPR-77 and DPR-79) was submitted to you by letter from D. S. Kammer to change operating license conditions 2.C.(22).c (unit 1) and 2.C.(16).d (unit 2) regarding control room design review. In a telephone conversation on July 2, 1982, Carl Stahle of your staff requested an additional submittal to confirm completion of changes resulting from the NRC/ESSEX review of the SQN control room. All of the NRC concerns listed in the enclosure to my February 14, 1980 letter to L. S. Rubenstein have been addressed and satisfactorily resolved. Hewever, to correct deficiencies associated with the trending of imoortant parameters on strip chart recorders, three trend recorders per unit have been relocated to panel M-1. Further trending capability will be considered as the safety parameter display system (SPDS) is implemented.

TVA plans to base the Sequoyah detailed control design review on the revision of the emergency response guidelines now being developed by the Westinghouse Electric Corporation Owners' Group. This revision is presently scheduled for completion by February 15, 1983 As the NRC suggested, TVA has contacted the Westinghouse representative to the owners' group procedures committee who stated that they would inform NRC of the completion date of the guidelines as stated above.

TVA has been very active in working with INPO to produce a Pilot Systems Review Report to be used by the industry as one way to meet the intent of the task analysis part of a control room review. The draft of this report has been reviewed and discussed in meetings with NRC's Human Factors Staff.

This pilot program is based on reviewing systems against emergency response guidelines. -

Director of Nuclear Reactor Regulation September 9, 1982 Our present plans call for integrating the requirements of SECY-82-111 into an overall program of implementation. Our purpose for asking for changes in the operating license conditions was to allow schedule relief for the detailed control room design review until an integrated plan could be developed and implemented.
