REVISIONS TO FUNDAMENTAL NUCLEAR MATERIAL CC' TROL PLAN (TAC NO. L30629)
This is in response to your letter dated October 1,1993 (your document l
control number NRC-93-027), by which you submitted revised pages to your Fundamental Nuclear Material Control (FNMC) Plan, pursuant to the provisions of 10 CFR 70.32(c). We have reviewed these FNMC Plan changes and determined that they are acceptable, and that they qualify as 70.32(c) changes.
Accordingly, we are revising License Condition SG-1.1 of your License SNM-1107, effective immediately, to incorporate your Plan revisions. Condition SG-1.1 now reads as follows:
SG-1.1 The licensee shall follow pages vii through xv and Chapters 1.0 through 9.0 of its " Fundamental Nuclear Material Control Plan for the Columbia Fuel Fabrication Facility," with all pages identified

either as Revision 18 (October 1, 1992) or Revision 19 (October 1, 1993), as indicated by the " Schedule of Revisions" shown on pages vii, viii, xiii, xiv, and xv (all identified as Rev.18 and dated October 1,1992), and pages ix, x, xi, and xii (all identified as Rev. 19 and dated October 1, 1993).
Revisions to this Plan shall be made only in accordance with, and pursuant to, either 10 CFR 70.32(c) or 70.34.
In addition, we are also deleting Safety License Condition S-3 since it is no longer applicable.
All other conditions of this license shall remain the same.
Enclosed are copies of the revised Materials License SNM-1107 and the. Safeguards Evaluation l
Report which includes the Categorical Exclusion determination.
We are in concurrence with your determination that the enclosure to your October 1, 1993 letter contains information of the type specified in 10 CFR 2.970(d) which is deemed to be commercial or financial within the meaning of 10 CFR 9.17(a)(4).
