o NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-289 Three Mile Island Nuclear Generating Station - Unit 1 License No. DPR-50 During an NRC inspection conducted on June 22,1993 - July 31,1993, a violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:

Technical Specification 6.8.1.a requires that written procedures shall be established, implemented and maintained covering the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978. Regulatory Guide 1.33, Revision 2, February 1978, Step 9.a, states that maintenance that can affect the performance of safety-related equipment should be properly preplanned and performed in accordance with written procedures.

Contrary to the above, the licensee failed to adequately establish Surveillance Procedure 1301-8.2, " Diesel Generator Annual Inspection," in that the proceCure did not specify the torque value for the emergency diesel generator (EDG) lubricathg oil filter cover bolts. This deficiency resulted in the oil filter cover bolts being improperly torqued from June 24,1993 to July 1,1993.

This is a Severity level IV violation (Supplement I)

Pursuant to the provisions cf 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555; with a copy to the Regional Administrator, Region I, and a copy to the NRC Resident Inspector, within 30 days of the date of receipt of the letter transmitting this Notice of Violation. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective r,teps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
