GPU Nuclear Corporation _ Docket No. 50-289 Three Mile Island Nuclear Station, Unit 1 Licenso No. DPR 50 During an NRC inspection, conducted November 2,1997 January 24,1998, a violation of NRC requirements was identified.
Technical Specifications 6.5.1.1, " Technical Review and Control," and 6.8.2, " Procedures
- and Programs," require, in part, that any substantive changes, including the change of intent to procedures that effect nuclear safety, shall be reviewed and approved prior to implementation.-
Contrary to the above, on Novembe ,1997, GPUN did not review and approvo a substantive change to an existing ine / ice test (IST) surveillance procedure 1300 3K, "lST of Reactor River Water Pumps and Valves, " before tne closure of the resctor butiding
- emergency cooler inlet and outlet valves to conduct a leak test. The IST procedure was written and approved to determine the cooler inlet and outlet valve open and closed times, but did not adow the valves to be closed for the seven hour leak test.

Pursuant to the movisions of 10 CFR 2.201, GPU Nuclear Corporation is hereby required to submit a wr'itten statement or explanation to the U. S. Nuclear Regulatory Commission, ATTN: Docun~, c Control Desk, Washington, D.C. 20555 with e copy to the Reginnal Administrator, Region f, and a copy to the NRC Resident inspector at the Facility thrit is the subject of this Notice,within 30 days of the dato of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a
- Reply to a Notice of Violation" and should include: (1) the reason for the violation, or, if contested, the basis '
for disputing the violation, (2) the corrective steps that have been taken and the results
. achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the de:e when full compliance will be achieved. Your response may reference or include previous docketed correspondence, if the correspondence adequately addresses the required response. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for information mey be issued as to why the licence should not be modified, suspended, or revoked, or why such other action as may be proper should ,
not be taken. Where good cause .is shown, consideration wil be giun to extending the response time.
