. NOTICE OF VIOLATION GPU-Nuclear Corporation Docket No. 50-320

'Three Mile Island, Unit 2 License No. OPR-73 As a. result of an inspection conducted on January 1-29, 1988, and,.in accordance

~with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

'10 CFR 20.311(d)(1) requires', in part, that licensees prepare' radioactive

-waste-so that the waste characteristics requirements in 61.56 are met.

10 CFR 61.56(b) requires, in part, that waste prepared for disposal by burial "must have structural stability. A structural stable waste form will gener-ally maintain its physical dimensions and its form under the expected disposal conditions..."

Contrary..'to the.above, on October 23, 1987, a shipment of solidified sludge that was prepared for burial at the Chem-Nuclear Waste Management Facility in Barnwell, South Carolina, was determined not to be a structural stable waste form that would maintain its physical dimensions and its form under the expected disposal conditions.

This is a Severity Level IV violation (Supplement IV).

Licensee corrective actions taken or planned are adequate as documented in the enclosed inspection report. Accordingly, no response to this violation is required.
