APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-320 Three Mile Island Unit 2 License No. DPR-73 As a result of the iaspection conducted June 12 - July 18,1986, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

A. 10 CFR 50, Appendix B, XI Test Control, requires, in part, that, "A test-program shall be established to assure that all testing required to demonstrate that... components will perform satisfactorily in service is identified and performed in accordance with written test procedures which incorporate the requirements and acceptance limits..."

Contrary to the above,-during the period April 27, 1981 through May 6, '

1986, an In-Service Inspection Program was not established, as required, to demonstrate the operational readiness of Categories B and C valves in safety related systems.

This is a Severity Level V violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, the GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
