GPU Nuclear Corporation Docket No. 50-320 Three Mile Island Unit 2 License No. DPR-73 As a' result of the inspection conducted July 19 through August 29, 1986', and in accordance with the " General' Statement of Policy and Procedure ~ for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the i
following violation was identified:
Technical Specifications, Appendix A, Section 6.11 requires that 4
personnel radiation protection shall be consistent with the requirements i.
of 10 CFR 20 and the Radiation Protection Plan.
2 The Radiation Protection Plan, 1000-PLN-4010.01, Revision 1,' dated May 1, 1986, permits equipment to be released for unrestricted use when the removable beta-gamma contamination is less than 1000 disintegrations per minute per 100 square centimeters of surface area (dpm/100 cm2).
Contrary to the above, on July 15, 1986, a camera tripod found in an
. unrestricted area had removable beta-gamma contamination between 8000 and 12,000 dpm/100 cm2 This is a Severity Level IV violation (Supplement IV).
Pursuant to the provisions of 10 CFR 2.201, the GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation. in reply, including:
(1) the corrective steps.which have been taken and the results achieved; (2) corrective steps which will be taken to-avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
