4 APPENDIX A NOTICE OF VIOLATION GPU Nuclear Corporation Docket No. 50-320 Three Mile Island Unit 2 License No. DPR-73 As a result of the inspection conducted December 9,1986 through January 9, 1987, and in accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions",10 CFR, Part 2, Appendix C (Enforcement Policy 1986), the following violation was identified:

A. 10 CFR 20.201(b) requires each licensee to make or cause to be made such surveys, as defined in Section 20.201(a), as (1) may be necessary for the licensee to comply with the regulations in 10 CFR, Part 20, and (2) are reasonable under the circumstances to evaluate the extent of the radiation hazards that may be present. 10 CFR 20.103(a)(3) requires, in part, that the licensee use suitable measurements of the concentrations of the radioactive materials in air for detecting and evaluating airborne radioactivity in restricted areas.

Contrary to the above, on January 2,1987, the licensee did not adequately evaluate or suitably measure the radiation hazards incident to the presence of radioactive material on the 281' elevation of the Auxiliary Building prior to and during an entry by a Radiological Controls Technician resulting in an unplanned exposure to airborne radioactivity of about 80 HPC-hours.

This is a Severity Level IV violation (Supplement IV).

Pursuant to the provisions of 10 CFR 2.201, the GPU Nuclear Corporation is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
