Docket No. 50-289 Sublectr PROPOSED IMPOSITION OF civil PENALTIES - $210,000 This is to inform the Commission that a Notice of Violation and Proposed.lmposition of Civil Penalties in the amount of $210,000 will be issued on or about October 8,1997, to GPUN. This action is based -
on a number of violations involving design engineering, equipment classification, corrective actions, and cmergency preparedness. The four problems, each consisting of multiple individual violations, are cach classified at Severity Level 111. A fifth Severity Level til violation involving environmental
_ qualification is included in the Notice, but a Civil Penalty is not being proposed.
- B:cause this was not the first escalated enforcement action within the past 2 years, the staff'
. considered whether credit was warranted for idantification and corrective action. For all but one of the fiva violations / problems, credit was not warranted for identification because the violations were id;ntified by the NRC. Credit was warranted for corrective action in all cases because the corrective actions were considered prompt and comprehensive.

schedule of issuance and notification is:
-Mailing of Notice October 8,1997 Telephone Notification of Licensee October 8,1997 The Commonwealth of Pennsylvania will be notified.
The licensee has thirty days from the date of the Notice in which to respond. Following NRC -
cvaluation of the response, the civil penalties may be remitted, mitigated, or imposed by Order.
