. EVENT DATE 07/23/80 REPORT- DATE 08/06/80 ATTACHMENT EVENT DESCRIPTION AND PROBABLE CONSEQUENCES:

On July 23, 1980, #21 charging pump which is powered from #21 480 VAC Bus.

and #23 charging pump which was being powered from #24 480 VAC Bus were operating and supplying normal make-up and reactivity control for the reactor coolant system. Number 22 charging pump which is powered from #24 480 VAC Bus was out of service for mechanical maintenance. At 0807 #23 charging pump which receives power from either #21 or #24 480 VAC Busses was placed out of service when an Operator shifted power from #24 480 VAC Bus to #21480 VAC Bus in order to troubleshoot a problem with #214E0 VAC Bus charging pump breaker. This line-up left #21 charging pump as the only operable charging pump, however, at 0920 #12 emergency diesel generator (the swing diesel), which normally supplies emergency power to !21480 VAC Bus via #214 KV Bus was transferred to #114 KV Bus in order to supply Unit I with a dedicated emergency power supply while #11 emergency diesel generator was out of service for corrective maintenance. This action left

  1. 21 charging pump without an emergency power supply which is contrary to the definition of OPERABLE as defined in Technical Specification 1.5. At 1156 f23 charging pump was transferred back to #24 480 VAC Bus and returned to operable status. Number 24 480 VAC Bus was capable of receiving emergency power from #21 emergency diesel generator via #23 4 KV Bus. The two offsite power sources and #21 emergency diesel generator remained

, operable during the event.

l CAUSE DESCRIPTION AND CORRECTIVE ACTIONS:

The cause was tse Operator's failure to verify which safety-related equipment was out of service prior to transfer of #12 emergency diesel generator from

  1. 21 4 KV to #11 4 KV Buss. The corrective action requires the Operator to document in his log that he has administrative 1y verified operability of redundant safety-related equipment prior to placing equipment out of service.
