on May 8, 1989, while Unit 1 was in cold shutdown and Unit 2 was in refueling mode it was determined that the containment iodine filter could not perform its design function for the length of time assumed in the FSAR accident analysis.

The component in question was the power cable to the fan motor of the containment charcoal filters.

Subsequent to the issuance of this LER, the total integrated radiation dose to this cable was recalculated using a more detailed model. This mo tel used the actual installed geometry and reduced conservative assumpt ions . The recalculation shows the total integrated dose to be within the quu'ification limits of the Rockbestos cable installed in the plant. Consequently, the corrective actions listed in the prior revision of this LER will not be completed.

1. DESCRTPTION i f

on May 8, 1989, while Unit 1 was in cold shutdown Unit 2 was in refueling mode it was deterrr.ined that the containment iodine filter could not perform its design function for the length of time assumed in the TSAR accidr:nt analysis. The component in question was the power cable (EIIS VA CBL5) to the fan motor (EIIS VA MO) of the containment charcoal filters (EIIS ,

VA FLT). The cable was manufactured by Rockbestos (Pyro trol III) using a -

cross linked polyethylene insulation compound from Union Carbide (HTDA 4730). It was originally qualified for use by comparison to a similar cable which contains a cross linked polyethylene insulation compound, also manufactured by Union Carbide. Similarity was assumed based on the fact that both insulation materials were cross linked polyethylene manufactured by Union Carbide about the same time (the early 1970s).

As part of the EQ file upgrade. Union Carbide was requested to confirm the similarity assumption that we had used for the qualification evaluation.

On February 23, 1989 ve received notification from Union Carbide that our assumption of similarity could not be supported. The insulation compound had significantly different properties and, therefore, the comparison for radiation resistance characteristics to establish qualification was not valid. ,

k'e then assembled and analyzed the available test data for the power cables. Using the methodology described in NRC Bulletin 79 01B, we determined that the cable could withstand the thermal effects of a design l basis accident, but would have to be evaluated further for radiation l re s is t.anc e .

Subsequent to the issuance of Revision 0 of this LER, the total integrated dose of this cable was recalculated using 40 year normal radiation dose and the accident gamma and beta doses.

The EQ file was revised to document the vendor type tested radiation dose enveloped the recalculated value of the total integrated dose and, therefore, the cable is qualified for its plant specific application.

l III. CORRECTIVE ACTIONS P

The recalculation of the total integrated radiation dose to the cables for the containment iodine filter fans demonstrated that the cable is qualified to meet the assumptions in FSAR Accident Analysis (FSAR 14.24).

l Consequently, the safety analysis to demonstrate the fans are not required to operate for the duration specified in the FSAR will not be performed.

The equipment qualification file for the containment iodine filter fans have been updated to show the cable is qualified for this plant specific application based on vendor type testing and recalculated total integrated f radiation dose.
