The report concerns inoperabic fire detection instrumentation. Specifically, fire detection instrumentation in the Unit 127-foot Elevation and 5-foot Elevation East Piping Penetration Rooms were inoperable for a period in excess of 14 days.

UNIT I FIRE DETECTION INSTRUMENTATION SPECIAL REPORT This Special Report is required by Technica! Specification 3.3.3,7 Action (b) because the Fire Detection Instrumentation in the Unit 127 foot Elevation and 5-foot Elevation East Piping Penetration Rooms was inoperable for greater than 14 days.

ACTION TAKEN Technical Specification 3.3.3.7, Action (a) was implemented because the Fire Detection Instrumentation in the Unit 127-foot Elevation and 5 foot Elevation East Piping Penetration Rooms was removed from service. We verified that the automatic sprinkler system was operable at least once per 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> for the area protected by the inoperable fire detection system CAUSE OF INOPERABILITY On April 30,1998, the Fire Detection System was removed from service to support a modification to the Purge Air System in the Unit 127-foot Elevation and 5-foot Elevation East Piping Penetration Rooms during the Unit I refueling outage. The modification included welding activities. The smoke from welding activities can actuate the Fire Detection System causing a hanging fire alarm in the Control Room. To prevent this alarm, a temporary alteration was installed that removed the Fire Detection System from service.
PLAN AND SCIIEDULES FOR RESTORING TIIE INSTRUMENTATION TO OPERABLE STATUS The Fire Detection System in the Unit 127-foot Elevation and 5-foot Elevation East Piping Penetration Rooms was restored to an operable status on May 16,1998.
