UNIT 2 WIDE RANGE NOBLE GAS MONITOR SPECIAL REPORT Baltimore Gas and Electric Company submits this special report concerning the inoperable Unit 2 Wide Range Noble Gas Monitor (WRNGM) channel as required by Calvert Cliffs Updated Final Safety Analysis Report (UFSAR), Section 15.3.1, Contingency Measure B.2.2.
1 ACTION TAKEN The Unit 2 WRNGM was removed from operable status on August 30,1998, at approximately 0805 for performance of the 18-month channel calibration as required by Calvert Cliffs UFSAR, Section 15.3.1, Technical Verification Requirement 15.3.1.3. During the performance of the channel calibration, five l
subcomponents (an output relay to the plant computer, the power supplies to the mid and high range detection channels, and the low and mid/high range sample line mass flowmeters) were found outside their expected calibration tolerances. The performance of troubleshooting, component replacement, and preparation of required engineering documentation impacted the planned duration for performance of the 18-month channel calibration. Thus, the restoration time of seven days, as specified in Calvert Cliffs l
UFSAR, Section 15.3.1, for returning the WRNGM to operable status was not met.
EFFECT ON OPERATION in accordance with Calvert Cliffs UFSAR, Section 15.3.1, Contingency Measure B.1, and our Accidental Radioactivity Release Monitoring and Sampling Methods procedure (Emergency Response Plan Implementation Procedure-821), the preplanned alternate monitoring method was implemented. During the period that the Unit 2 WRNGM was not operable, the Unit 2 main vent radiation monitor remained operable. The inoperability of the WRNGM did not affect Unit 2 operation.
CAUSES OF INOPERABILITY l
The initial cause of the inoperability was to support the performance of the required 18-month channel calibration. The inoperability period was extended beyond the seven day restoration time requirement due to the need to replace several out-of-:alibration subcomponents.
PLANS AND SCHEDULES FOR RESTORING THE SYSTEM TO OPERABLE STATUS If is expected that the Unit 2 WRNGM will be returned to operable status by September 25, 1998, following the completion of the 18-month channel calibration. The WRNGM will have been inoperable for approximately 37 days.
