SECTION 2.0 PUBLIC SERVICE ELECTRIC AND GAS COMPANY ARTIFICIAL ISLAND SALEM GENERATING STATION 1989 ANNUAL EMERGENCY PREPAREDNESS EXERCISE SCOPE AND OBJECTIVES SCOPE:

The 1989 Annual Artificial Island Exercise will simulate accident events culminating in a radiological accident and resultant offsite release from the Salem Generating Station. The exercise will involve events that test the effectiveness of PSE&G's Emergency Preparedness Program. The 1989 Artificial Island Exercise is a Licensee-Only exercise.

To establish the scope and boundaries of the exercise scenario, a definitive set of objectives was developed. The objectives were used to ascertain the required inputs to the exercise sequence of events and to establish evaluation critique areas to be observed during the exercise.

OBJECTIVES: (ONSITE)

A. Emergency Response Facilities

1. Demonstrate the activation and staffing of emergency response facilities.

2. Demonstrate communication capabilities between emergency response facilities.

3. Demonst~ate adequacy of facilities and displays to support emergency operations ..

B. Event Classification and Notification

1. Demonstrate proficiency in recognizing and classifying emergency conditions in accordance with the Salem Event Classification Guide (ECG) and the ability to implement Emergency Plan Implementing Procedures (EPIPs) pertaining to:

3. Demonstrate the abili~y.to pommunicate technical information between emerge~cy response facilities and to the NRC via the NRC Emergency Notification System (ENS) .

4. Demonstrate the capability to formulate around the clock emergency response duty rosters to allow the extended activation of emergency response facilities.

c. Emergency Operations Management

1. .Demonstrate the capability of the Salem Emergency

_Response Organization to implement the Artificial.

Island Emergency Plan.

2. Demonstrate the ability to turnover Emergency Coordinator responsibilities between the Senior Nuclear Shift Supervisor, the Emergency Duty Officer, and the Emergency Response Man~ger.

1. Demonstrate the ability of emergency response personnel to communicate with and control field teams along with receiving and assessing radiological data from field teams.

2. Demonstrate the ability of emergency response personnel to make Protective Action Recommendations (PARs) based on plant conditions and/or dose assessment.

E. Public Information and Media Relations

1. Demonstrate the staffing of ~he Emergency News Center by Artificial Island emergency response personnel and facility activation.

2. Demonstrate the capability to issue coordinated periodic public information releases.

3. Demonstrate the ability to provide rumor control and response to inquiries from the general public and media, as applicable in a coordinated fashion.

• 4. Demonstrate the ability to provide clear, timely and accurate briefings to the new media.

1. Demonstrate the Control Room staff's ability to recognize operational symptoms and parameters indicative of degrading plant conditions.

1. Demonstrate the ability to develop alternative methods or equipment alterations in response to accident affected plant systems or c::omponents.

2. Demonstrate the ability to assess plant operational data and provide recommendations concerning accident mitigation and/or engineering based Protective Action Recommendations (PARs).
