'.30 - March - 81 Mr. Joseph Hendrie U.S. Nuciear Regulatory Commission 1717 H. Street N.W.

Washington, D.C. 20555 Dear ¥r. Hendrie I am writin~ to exnress my concern over the licensing of the Diable Canyon nuclear oower plant. I first want to expt?ess the importance of holding oo".lli.c he!>.ri.nrrs before a low oower license is i;ranted. There are still some

~,..,,..ec;olver:l i.sssues in the onerA.tdion of' the nlant that need. to be resolved and ex.nl.,ined s~t:tsf~ctorily +,o the public before the pla.nt is licensect. These i.nclude the f~ct th;i.t the Hos;;ri F:.i.ult lies less than three miles away from the ob.nt~nd the phnt 1 s seismic safety i.s questionable.

  • As wen*, I don 1 t feel that'stifficient plans.have been made to cope with any of the possible accidents that might occur to the plant, through buman or mechanical failure, and which could endanger the health and lives of much of the surrounding popula-tion in San Luis Obispo.

I am concerned about the licensing of Diablo because the health of many people is at sta\le, not onlv in the* case of soe.e accider.t as happened in Tri.ree Mi.le Tsla.nd, but also because of the increased health ha~a.rds that wi.11 !'l.r:i.se evi:m from *the.low level radioactive emissions that are felt to be necess~..ry to oneratin~ a nuclear POWer ?lant. I as .. that you please.do evervthing i.n vour oower to prevent the licensing of the Diable Canyon Nuclear- Plant.

Th;;i.nk you, Racald Mitchell
