SUMMARY

OF APRIL 20, 2016, MEETING WITH DUKE ENERGY PROGRESS, INC., TO DISCUSS PROPOSED LICENSE AMENDMENT REQUESTS REGARDING A 24 MONTH FUEL CYCLE AND AN ALTERNATIVE SOURCE TERM FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 On April 20, 2016, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, Inc. (the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss related proposed license amendment requests (LARs) regarding transition to a 24-month fuel cycle and an alternative source term (AST) for the H. B.

Robinson Steam Electric Plant Unit No. 2 (Robinson). The meeting notice and agenda, dated April 5, 2016, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML16096A459. A list of attendees is enclosed.

The licensee presented informational slides at the meeting (ADAMS Accession No. ML16105A334). During the meeting, the licensee discussed two related proposed LARs:

( 1) transition to a 24 month fuel cycle, and (2) a revision to the AST. Although these two LARs both support a 24-month fuel cycle, the licensee indicated they will be written to allow distinct licensing actions. The licensee presented a summary of the 24-month fuel cycle proposed LAR content including (1) engineering changes, (2) instrument drift and uncertainty methodology, (3) instrument drift analysis and failure review methodology, and (4) fuel and core design. The licensee indicated it considered Oconee and Indian Point precedents and associated requests for information. The licensee presented a summary of the AST proposed LAR content including

( 1) guidance used, (2) source term changes, and (3) dose analysis changes. The licensee indicated that it plans to submit the LARs in the July to August 2016 timeframe with a requested NRC approval date of late summer 2018.

The NRC staff discussed information requested on previous similar applications. The licensee indicated that it would consider NRC staff comments in the preparation of the LAR.

No regulatory decisions were made at the meeting. No members of the public were in attendance; no Public Meeting Feedback forms were received.
