OF SEPTEMBER 14, 2022, OBSERVATION PUBLIC MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS A PLANNED TECHNICAL SPECIFICATIONS TASK FORCE TSTF-577, REVISED FREQUENCIES FOR STEAM GENERATOR TUBE INSPECTIONS, REVISION 1, LICENSE AMENDMENT REQUEST SUPPLEMENT FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (EPID L-2021-LLA-0222)

On September 14, 2022, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, LLC (Duke Energy, the licensee) via teleconference. The purpose of the meeting was to discuss a planned supplement by the licensee to a December 9, 2021, H. B. Robinson Steam Electric Plant, Unit No. 2 (Robinson), license amendment request (LAR) to adopt Technical Specifications Task Force (TSTF) TSTF-577, Revised Frequencies for Steam Generator Tube Inspections, Revision 1 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21343A047), as supplemented on January 6, 2022 (ML22006A240). The meeting notice and agenda dated September 2, 2022, and the meeting slides, are available in ADAMS at ML22252A034, and ML22257A239, respectively. A list of attendees is provided as an enclosure to this letter.

The NRC staff and licensee discussed a planned supplem ent to revise the December 9, 2021 LAR-proposed language in Technical Specification (TS) 5.5.9.c, Steam Generator (SG)

Program, to require SG tube plugging if tubes found by inservice inspection contained flaws with a depth equal to or exceeding 40% of the nominal tube wall thickness. This proposed revision was planned to address an indication in Tube R3C5 of the B SG that would not meet the existing tube plugging criteria prior to inservice inspection during the Robinson 2026 refueling outage. The NRC staff queried whether any foreign objects were detected in the vicinity of Tube R3C5 during the most recent foreign object search and retrieval inspection. The license responded that during previous sludge lancing activities, no loose parts were identified affecting tube R3C5. The NRC staff queried whether Section 2.2 of the December 9, 2021, LAR would be modified to address the proposed changes to TS 5.5.9.c. The licensee responded that Section 2.2 of the LAR would be modified to address the proposed changes. The NRC queried whether the supplement would provide a justifi cation for the TS 5.5.9.c changes considering other changes over time, such as water chemistry and/or tube degradation. The licensee responded that the supplement would provide just ification for these items. Finally, the NRC queried when the licensee planned to submit the supplement. The licensee responded that they planned to supplement the LAR on, or around, the week ending October 8, 2022.

No members of the public were in attendance. No regulatory decisions were made at this meeting.
