OF THE MAY 22, 2024, PRE-APPLICATION PUBLIC MEETING REGARDING TECHNICAL INFORMATION SUBMITTED PRIOR TO, AND IN SUPPORT OF, THE ANTICIPATED SUBSEQUENT LICENSE RENEWAL APPLICATION FOR H.B. ROBINSON STEAM ELECTRIC PLANT UNIT 2 On May 22, 2024, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Duke Energy Progress, LLC (Duke) to discuss Dukes request for a staff review of plant-specific topical reports that are intended to be used to support the H.B. Robinson Steam Electric Plant, Unit 2 (Robinson) subsequent license renewal application (SLRA) submittal, expected the second quarter of 2025.
Meeting participants included personnel from the NRC, Duke, the industry, and members of the public. The slides for Dukes presentation and the NRC staffs presentation are available at Agencywide Documents Access and Management Systems (ADAMS)

Summary:
The purpose of this meeting between Duke and the NRC staff was to discuss the path forward for the review of plant-specific Topical Reports, WCAP-18909-NP, Revision 1, "Determination of T0 for H.B. Robinson Unit 2 Heat # W5214, Linde 1092 Weld Metal Based on Unirradiated Data,"
and WCAP-18933, Revision 0, "Determination of T0 for H.B. Robinson Unit 2 Heat # W5214 Weld Metal and Upper Shell Plate W10201-1 Based on Available Irradiated Data,"
(ML2408A2140), which will be used to support the Robinson submittal, expected the second quarter of 2025.
Dukes presentation indicated that the topical reports had been submitted to support timely submittal of the Robinson SLRA in 2nd quarter 2025, to increase efficiency of the SLRA review and to support the NRC staffs ability to meet an 18-month review schedule. Duke stated that topical reports provide demonstration of compliance to 10 CFR 50.61 for weld #W5214 for 70 Effective Full Power Years (i.e., 80 years of operation), use an acceptable methodology to meet Pressurized Thermal Shock (PTS) screening criteria, and that Duke will use WCAP-18909 and WCAP-18933 as input to satisfy the PTS screening criteria.
The staffs initial presentation discussed whether the use of the information contained in the topical reports may require an exemption and that the Robinson Updated Final Safety Analysis Report might require a 10 CFR 50.90 license amendment. Accordingly, the staff indicated that the potential review paths might include submission of a 50.90 license amendment and 50.12 exemptions concurrent with SLRA (two reviews in parallel) or submission of a 50.90 License Amendment and 50.12 exemptions prior to the SLRA submission (two reviews in series).
During the discussion following the initial presentations, the NRC staff indicated the information provided in two WCAPs did not meet the criteria of a topical report. Duke then provided additional details on the WCAPs that had been submitted as topical reports, which increased the staffs understanding of the information and its use in the context of supporting an SLRA review. Based on this discussion, the staff determined that the information contained in the reports would most likely not require an exemption (as originally presented by the staff) and could be evaluated as part of the NRC staffs SLRA review.
Following the meeting, the NRC staff further considered the information discussed in the meeting and concluded and informed Duke that the WCAP information should be resubmitted as a white paper, (instead of as topical reports), for the NRC staff to review as pre-submittal information, prior to the Robinson SLRA submission.
