SUMMARY

OF AUGUST 26, 2015, MEETING WITH DUKE ENERGY PROGRESS, INC. TO DISCUSS H.B. ROBINSON STEAM ELECTRIC PLANT UNIT NO. 2 - PROPOSED LICENSE AMENDMENT REQUEST REGARDING TRANSMISSION UPGRADES (CAC NO. MF6477)

On August 26, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, Inc. (the licensee) by teleconference. The purpose of the meeting was to discuss a proposed license amendment request (LAR) for the H. B. Robinson Steam Electric Plant Unit No. 2 (Robinson) regarding transmission upgrades. The primary transmission upgrade would be to add a second startup transformer that would provide a second source of offsite power. The meeting notice and agenda, dated August 6, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15232A813. A list of attendees is enclosed.

The licensee presented slides (ADAMS Accession No. ML15231A606). During the meeting, the licensee described the existing and proposed upgrade of the Robinson transmission system.

The licensee also described the proposed design changes, technical specifications changes, station blackout license changes, precedent LARs, and the proposed project timeline, including the proposed LAR submittal date. The NRC staff and the licensee discussed each of the above topics. The licensee indicated that it would consider the NRC staff comments in the preparation of the LAR.

No regulatory decisions were made at the meeting. No members of the public were in attendance; no Public Meeting Feedback forms were received.
