SUMMARY

OF MARCH 30, 2022, PRE-SUBMITTAL MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS A POTENTIAL LICENSE AMENDMENT REQUEST RE: SURVEILLANCE REQUIREMENTS 3.8.1.16 FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 (EPID L-2022-LRM-0021)

On March 30, 2022, an Observation Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Duke Energy Progress, LLC (the licensee).

This was a pre-submittal meeting to discuss a proposed license amendment request regarding proposed removal of 4.160 kV bus 2 from Surveillance Requirement (SR) 3.8.1.16 for the H. B.

Robinson Steam Electric Plant, Unit 2.

The meeting notice and agenda, dated March 15, 2022, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML22074A229 and are posted on the NRCs public Web page at http://www.nrc.gov/reading-rm/adams.html. The presentation material provided by the licensee are available under ADAMS Accession No. ML22083A107. During the meeting, the licensee presented information regarding the proposed changes for Technical Specification (TS) 3.8.1, AC Sources - Operating, to remove the 4.160 kV bus 2 requirement from SR 3.8.1.16. The licensee stated that removal of the 4.160 kV bus allows for better focus of SR 3.8.1.16 regarding the required engineered safety features bus loads to consider offsite circuits operable.

The NRC staff asked several clarifying questions. The licensee indicated that they would explain how the bus is fed when it initiates automatic transfer as part of the final submittal of the license amendment request to the NRC. No regulatory decisions were made during the meeting.
