OF JUNE 13, 2022, CLOSED MEETING WITH DUKE ENERGY PROGRESS, LLC TO DISCUSS LICENSEE RESPONSES PROVIDED TO A REQUEST FOR ADDITIONAL INFORMATION ASSOCIATED WITH A LICENSE AMENDMENT REQUEST TO ADOPT TECHNICAL SPECIFICATIONS TASK FORCE TSTF-577, REVISED FREQUENCIES FOR STEAM GENERATOR TUBE INSPECTIONS FOR ROBINSON STEAM ELECTRIC PLANT, UNIT NO. 2 (EPID L-2021-LLA-0222)
On June 13, 2022, a closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Duke Energy Progress, LLC (Duke Energy, the licensee), Westinghouse, and the Electric Power Research Institute (EPRI) via teleconference.
This meeting was closed to the public due to discussion of proprietary information. The purpose of the meeting was to discuss the licensees responses (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22118A336) provided to a request for additional information (RAI) (ML22080A004) associated with a December 9, 2021, license amendment request (LAR) to adopt TSTF-577, Revised Frequencies for Steam Generator Tube Inspections, for Robinson Steam Electric Plant, Unit No. 2 (Robinson) (ML21343A047),
as supplemented on January 6, 2022 (ML22006A240). The LAR was associated with revising technical specifications (TS) related to steam generator (SG) tube inspections to extend the inspection interval for SG tubing. The meeting notice and agenda dated May 25, 2022, are available in ADAMS (ML22145A405). A list of attendees is provided as an enclosure.
The NRC staff and licensee discussed the response to RAI 1b and the use of a recently published EPRI Plus Point to X-Probe Probe Transfer Function Report to develop a revised plant-specific, probability of detection curve. The NRC staff provided feedback from an initial evaluation of the EPRI transfer function report. The staff queried whether the licensee had performed sensitivity studies with potential analytical changes relative to the previous analysis to determine the effect on probability of burst results. The licensee intends to provide the NRC a timeline for supplying additional information that would ultimately be submitted in the form of a supplement to the RAI response.
