SUMMARY

OF SEPTEMBER 30, 2015, MEETING WITH DUKE ENERGY PROGRESS, INC. TO DISCUSS THE H. B. ROBINSON STEAM ELECTRIC PLANT UNIT NO. 2 LICENSE AMENDMENT REQUEST TO ADOPT NATIONAL FIRE PROTECTION ASSOCIATION STANDARD 805 (CAC NO. MF2746)

On September 30, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRG) and representatives of Duke Energy Progress, Inc. (the licensee) via teleconference. The purpose of the meeting was to discuss the H. B. Robinson Unit No. 2 (Robinson) license amendment request to adopt National Fire Protection Association Standard 805, "Performance-Based Standard for Fire Protection for Light Water Reactor Electric Generating Plants," regarding the July 31, 2015, request for additional information (RAI) response (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15212A136) and future RAI response submittals. The meeting notice and agenda, dated September 14, 2015, are available in ADAMS at Accession No. ML15258A840. There were no presentation slides associated with the meeting. A list of attendees is enclosed.

The discussions focused on three topics: (1) the response to probabilistic risk assessment (PRA) RAI 16.01, (2) the response to fire modeling (FM) RAI 01.b.01.02, and (3) future RAI responses. Regarding the PRA RAI 16.01 response, which is associated with credit taken for areawide and in-cabinet incipient fire detection systems, the licensee described its use of information from draft NUREG-2180, "Determining the Effectiveness, Limitations, and Operator Response for Very Early Warning Fire Detection Systems in Nuclear Facilities (DELORES-VEWFIRE), Draft Report For Comment" (ADAMS Accession No. ML15162A416). The licensee indicated that it would consider how its use of this information could be better described and will then inform the NRG staff. Regarding the FM RAI 01.b.01.02 response, which is associated with the methodology for determining the time to hot gas layer conditions, the NRG staff discussed its observations with the licensee's methodology, including observations arising from the NRG staff's independent confirmatory analyses. The licensee indicated that it would consider the NRG staff's observations and will then inform the NRG staff about how they intend to address the staff's observations with the method. Regarding future RAI responses, the licensee indicated it was working toward a tentative date of December 18, 2015, but this date might be impacted by the resolution of the RAls mentioned above.

No regulatory decisions were made at the meeting. Members of the public were in attendance but did not offer any comments. No Public Meeting Feedback forms were received.
